Protecting Ethnic Cultural Resources and the Development of New Economy in Local Governance

经济发展从过度依赖自然资源转向人力与文化资源是社会转型推进过程中必然的经历,因为自然资源是有限的,还受到环境制约,而历史文化资源因需要一定时间的积累,其资源开发也是有限的。文化作为一个地方的品牌,其产业内涵是今后一段时间内新经济发展的方向,但保护历史民俗文化资源却是当务之急。台湾地区高山族历史上依赖自然资源生存与发展,20世纪70年代末台湾地区实行城镇加工业产业化改革,促进新经济发展。受其影响,高山族聚居地区开始生产力转型。21世纪初,在国际非遗保护的浪潮推动下,高山族生产力逐步向地方文化资源开发的新经济方向转换,积累了许多值得学习和借鉴的经验。

The transition from excessive reliance on natural resources to human and cultural resources is an inevitable experience in the process of social transformation,because natural resources are limited and restricted by the environment,and the development of historical and cultural resources is limited because of the need for a certain period of time. Culture,as a brand and industrial connotation of a place,is the direction of new economic development for a period of time. However,it is imperative to protect historical and folk cultural resources. Gaoshan as an ethnic group in Taiwan relied on natural resources for survival and development in the past. In the late 1970 s,Taiwan implemented the industrialization reform of urban processing industry to promote the development of new economy. Influenced by it,the Gaoshan living area formed the transformation of productive forces. In the early twenty-first Century,under the impetus of the wave of international intangible cultural heritage protection,the productivity of Taiwan Gaoshan people gradually shifted to the new economic direction of the development of local cultural resources,and accumulated a lot of lessons.
