我国养老服务产业发展起步晚,呈现由东部沿海地区向中西部内陆地区逐渐弱化的状态。空间维度的分析对养老服务产业战略布局的不足与失衡有着很好的弥合与修复作用,尤其是对非中心城市而言。因此,从"政府—企业—市场"三位一体的系统分析视角对非中心城市养老服务产业空间布局的困境与根因进行反思和分析,提出从资源要素的嵌入与融合、企业利益与社会责任的双轮驱动、赋权与增能、理念创新与机制构建等方面来应对"碎片化""零星式""趋同式"的布局困境,以期形成健康、有序、高效的养老服务产业格局。

The development of China＇s old-age service industry starts lately and unevenly.It weakens gradually from the eastern coastal areas to the western regions.The analysis of spatial dimension plays a good role in dealing with the question,insufficiency and imbalance,of the strategic layout of the pension service industry.It has a great importance in the developing areas especially for non-central cities.Therefore,the paper analyzes and reflects the troubles and the root causes of the industrial spatial layout from ＂government-corporate-market＂ trinity endowment service system Angle.In order to form a healthy,orderly and efficient pattern of the old-age service industry,it puts out some measures.For instance,letting the resources embedded in the spatial strategic and integrating them,innovating the developing ideas and building the mechanism to cope with the difficulties such as ＂fragmentation＂, ＂sporadic type＂ and ＂convergence＂.Furthermore,the enterprises need to turn the traditional motivation to both their benefits and the social responsibility of two-wheel driven as well as empowerment and making them more powerful.
