在农村精准扶贫工作中,通过发展经济、提高科技水平来改变农村贫困地区的落后面貌,无疑具有战略意义。然而,以发展主义(1)为中心的发展战略,如果没有当地民众的自觉参与,没有人们的内在动机的支持,没有激发人们主动性和创造性,单纯靠外部的资金和技术输入,是不可能实现的。只有通过内源发展的方式才能从根本上解决贫困问题。内源发展以人们的"所需、所想、所求、所思和所信"为依归,提倡发展应该是一种自觉、自决以及自己行动的过程。内源发展是一种尊重民族文化和地域文化,在人民的广泛参与下并且强调在地文化特质的发展观。通过文化建设、生产发展、协同治理等手段来培育农村贫困地区的内源发展动力,探索农村精准扶贫的路径。农村精准扶贫是一个扶贫对象意识觉醒,工作人员分类施策、与民同行,受援地区共治共享的过程。

It is of strategic significance to change the backward face of rural poverty-stricken areas by developing economy and improving scientific and technological level. However,with the development strategy of the development of socialist as the center,if there is no local people＇s consciousness of participation,without the support of the intrinsic motivation of people,not inspire the initiative and creativity,pure rely on external funding and technology input,it is not possible. Only through endogenous development can we fundamentally solve the problem of poverty. The development of endogenous development should be based on the people＇s ＂needs,wants,desires,thoughts and thoughts＂,and the promotion of development should be a process of self-consciousness,self-determination and its own actions. Endogenous development is a development concept that respects national culture and regional culture and emphasizes on the cultural characteristics of the people. By means of cultural construction,production development and collaborative governance,we will cultivate the endogenous development impetus of rural poor areas and explore the path of targeted poverty alleviation in rural areas. The targeted poverty alleviation in rural areas is a process of the consciousness awakening of poverty alleviation object,the classification of the staff,the sharing of the aid with the people.
