慈善共治视域下发展我国残疾人慈善服务研究

Development of Charity Service for the Disabled in China with the Perspective of Charity Governance

残疾人慈善服务是建立在社会捐献基础上的残疾人社会救济服务,是众多社会成员基于自愿为提升残疾人及其家庭的福祉而提供的无偿服务,主要包括残疾人慈善、残疾人慈善组织、残疾人慈善信托、残疾人慈善捐赠。残疾人慈善服务的关键是基于慈善共治打通社会救助在慈善服务中的"最后一公里",破解社会组织的"塔西陀陷阱",增强多元供给主体的互动性。残疾人慈善服务的动力机制是充分发挥政府—市场—社会的合力,树立以残疾人为本的慈善服务意识,培育和引导慈善组织能力建设以及规范慈善服务的评估系统,发展残疾人慈善服务,提高包括残疾人在内的所有社会成员的满足感、获得感、幸福感。

Charity service for disabled people is a social assistance service based on social donations.It is a kind of free and assisted behavior established by many social members and their family on a voluntary basis, which mainly includes charity activities,charitable organizations,charitable trust and charitable donations for the disabled.The key to charitable services for the handicapped is to open up the ＂last mile＂ of social assistance,crack down on the ＂tacitus trap＂ of social organizations,and increase the interactivity of multi-supply entities on the basis of charitable co-governance.The impetus mechanism of the charitable service for the disabled is to give full play to the synergy made from government,market,and society,to establish disability-based charity service awareness,to cultivate and guide charitable organization capacity building,to standardize the evaluation system for charitable services,and to develop charitable services for the disabled.The aim is to help all social members including disabled people feel happier and more satisfied.
