新时代中国学习型社会建设的理论指导与实践标准

Theoretical Guidance and Practice Standard of the Learning Society Construction in China in the New Era

十九大报告提出要加快建设学习型社会,其要旨不仅是速度上的加快,还是承前启后、继往开来的新跨越,需要新理论内涵与新实践向标的再塑与承载。以人类历史发展的大趋势与中国特色社会主义事业新阶段的结合为视窗,对学习型社会本质内涵及其时代蕴意,在理论指导与实践标准两个方面进行重新梳理和准确把握。需要厘清三个层面的问题:一是新时代中国学习型社会建设的新向标,要站在为解决人类问题,贡献中国智慧、中国方案的新高度上,认清反映时代发展大趋势的新理论、新知识和新思想与习近平新时代中国特色社会主义理论构成要件的有机统一,明确"五位一体"总体布局和"四个全面"战略布局必然成为新时代学习型社会建设的实践路径及目标框架;二是新时代中国学习型社会建设理论的新意蕴,全球正经历的新工业革命浪潮,是新工业革命中的一项基本的社会工程,其核心任务是为新时代准备新人和为新人准备新教育;三是新时代中国学习型社会建设的新实践,加快学习型社会建设是新时代决胜全面小康的重要保障和基本内涵,其中最为基础和紧要的任务是构筑适应新人诞生的新社会形态中的文化教育基础工程。

The Chinese government has proposed to speed up the building of a learning society in reports of the 19 th National Congress of the Communist Party of China.The purpose of this project is not only to accelerate the speed,but also to make a new leap from the past to the future,which requires the re-shaping and bearing of new theoretical connotation and new practice target.From a perspective combining trend of human history development and the new stage of socialism construction with Chinese characteristics,the essential connotation of the learning society and its contemporary significance were reorganized and grasped in terms of theoretical guidance and practice standard.Problems of three aspects need to be clarified.The first one is new target of building the learning society.We should contribute Chinese wisdom and Chinese approach to solve the problems of all human beings,get a clear understanding of the organic unity between the new theories,new knowledge and new ideas that reflect the general trend of the times,and the key component of Xi Jinping＇s theory of socialism with Chinese characteristics in the new era,and have the awareness that the ＂five-sphere integrated plan＂ and the ＂four-pronged comprehensive strategy＂ must become the practice approach and target framework of the learning society construction in the new era.The second problem is the new theoretical implication of learning society construction in China in the new era.The new industrial revolution that the world is going through is a basic social project,with a focus of cultivating talents in the new era and preparing new education for the new talents.The third problem is the new practice of learning society construction in the new era.Accelerating the construction of a learning society is an important guarantee and basic connotation for building a moderately prosperous society in all aspects.One of the most basic and urgent tasks is to build the cultural education foundation in the new social form appropriate for the cultivation of new talents.
