摘要
分析了南水北调东线江苏段泵站工程定岗定员存在的问题,阐述了泵站柔性定岗的理念及特征,探讨了柔性定岗管理模式下泵站决策层和操作层人员工作量的测算方法,构建了泵站岗位定员优化模型。以南水北调金湖站为例开展实证研究,制定金湖站柔性定岗方案,最大限度降低人力成本,实例验证了该定员方法的有效性。
The existing problems in the fixed posts of pump stations in Jiangsu section of Eastern Route Project of South-toNorth Water Diversion are analyzed. The concept and characteristics of the flexible fixed posts of pumping stations are introduced. The methods for calculate the workload of the decision-making and operating levels of pumping stations under the flexible fixed posts are discussed,and the optimization model for the fixed posts of pump stations is established. Based on the case study of Jinhu Station of South-to-North Water Diversion Project,the empirical analysis is carried out to develop the scheme of the flexible fixed posts at Jinhu Station so as to minimize the labor costs,and the effectiveness of the proposed method is validated.
