青海省平安区耕地流转风险研究

The Risk of Farmland Circulation in Pingan District of Qinghai

实施耕地流转是落实农用地适度规模经营的重要途径之一。为了能及时控制和规避青海省平安区耕地流转引发的风险,确保平安区耕地流转顺利实施,文章立足平安区耕地流转现状分析,运用社会实践调查,分析当前平安区的耕地流转引发的风险,提出风险规避的措施。结果表明:平安区耕地流转面临着转出方利益难以保障、转入方收益受限、易引发农产品产量及价格波动、危及粮食安全、加剧贫富差距、影响耕地持续利用和农村生态环境等风险。可通过规范流转合同、加强流转用途管制、完善种粮补贴政策、设立耕地流转风险保障基金、健全社保体系等措施进行耕地流转风险的防范。

The implementation of farmland circulation is one of the important ways to realize proper scale management of farmland. In order to timely control and avoid the risk caused by the farmland circulation and ensure the smooth implementation of the farmland circulation in Ping’an District of Qinghai,this paper based on the analysis of the status quo of farmland circulation in Ping’an District and used social practice investigation to analyze the risks caused by the farmland circulation in Ping’an District and put forward the measures to avoid the risks. The results of the study show that： the current farmland circulation in Pingan District is facing the risk of the difficulty of guaranteeing the benefits of the transfer-out and the limited benefits of the transfer-in,the fluctuations of agricultural output and prices,endangering food security,aggravating the gap between rich and poor,affecting sustainable utilization of cultivated land and rural ecological environment. Measures should be taken to prevent farmland circulation risks by regulating circulation contracts,strengthen the use regulation of farmland circulation,improving the grain subsidy policy,establishing a farmland risk guarantee fund and improving the social security systems.
