Evaluation of Regional Science and Technology Innovation Capability Based on an Analysis of Patent Information

[目的 /意义]科技创新是地区获取竞争优势的关键,其中专利与科技创新密切相关,作为重要战略性情报资源,不同专利指标可以从多角度衡量地区技术创新规模和效益。[方法 /过程]围绕科技活动流程,从专利信息视角构建区域科技创新模型,将模型构建与指标设计维度相对应,结合专利测度科技创新文献调研及专家调查法构建专利评价指标体系,运用熵值法从综合数值和指标权重角度对比评价国内29个省市区科技发展状况。[结果 /结论 ]研究表明,评价模型的构建对于指标选取大有裨益,区域科技创新能力差异化显著,提升区域科技创新能力的重心在于以产业结构调整增强技术质量和实用价值。

[Purpose/significance] Science and technology innovation is the key to obtaining competitive advantage, which is closely related to the patent. As important strategic intelligence resources, different patent indexes can measure the scale and efficiency of regional technological innovation from multiple perspectives. [Method/process] In this paper, the regional science and technology innovation model is constructed from the perspective of patent information, which revolves round the process of science and technology activity. The model construction corresponds to the index design dimension. Finally, the patent evaluation index system is constructed by combining the relevant literature research and the expert investigation method. The entropy method is used to compare and evaluate the development of science and technology in 29 provinces in China from the angle of synthetic numerical value and index weight. [Result/conclusion] The research shows that the construction of evaluation model is helpful to index selection. The regional science and technology innovation capability is significantly different. The focus of promoting regional science and technology innovation capability is to enhance the technical quality and the practical value by adjusting the industrial structure.
