“龙江丝路带”背景下的信用环境优化浅析

On the Optimization of Credit Environment in the Context of“Longjiang Silk Road Belt”

介绍"龙江丝路带"的建设背景、取得的成绩及其积极意义,分析"龙江丝路带"建设中的信用环境缺失及其他问题,比如信用立法缺位、信用信息共享不足、信用担保方式过于单一、信用监管缺位、信用文化环境不良等,明确"龙江丝路带"背景下信用环境建设应遵循的原则。建议加快黑龙江省信用立法和信用交易的行业规范,进一步强化信用信息数据库建设和信用评估,创新跨境贸易融资中的信用担保方式,健全信用体系和失信惩戒制度,建立健全信用道德教育体系等。

The paper introduces construction background,achievements and significance of ＂Longjiang Silk Road Belt＂,analyzes the lack of credit environment in the construction of ＂Longjiang Silk Road Belt ＂and the other problems such as lack of credit legislation,insufficient credit information sharing,single credit guarantees,absence of credit regulation, and bad credit culture environment, and clarifies the principles for the construction of＂Longjiang Silk Road Belt＂credit environment. Suggestions are made as follows： speeding up the credit legislation and the industrial normalization of credit transactions in Heilongjiang,further enhancing the construction of credit information database and credit evaluation,innovating credit guarantee methods in cross-border trade financing,improving the credit system and dishonesty disciplinary system,and establishing a sound credit moral education system.
