Theoretical Innovation and Implementation Path of the Shared Develop ment Vision in the Stage of High-quality Development for the New Era

党的十九大强调必须坚持新发展理念,坚持以人民为中心的发展思想,不断促进人的全面发展、全体人民共同富裕。在中国特色社会主义进入新时代,我国社会主要矛盾发生转变的历史背景下,树立并践行共享的发展理念,对于坚持和发展习近平新时代中国特色社会主义经济思想,丰富中国特色社会主义政治经济学的深刻内涵,都具有非常重要的理论和实践意义。文章首先从马克思主义政治经济学的角度回顾了共享发展理念的形成发展过程,随后阐释了共享发展理念的内涵及其理论贡献,并深入剖析了生产要素参与收入分配对共享发展的制约机制,并找到了其破解途径,即通过提高劳动报酬在收入分配中的比重,让劳动与其他要素共享发展成果。最后,文章在保障和改善民生、实施脱贫攻坚和推进基本公共服务均等化三个方面,为推动共享发展理念的践行提供了政策路径。

The 19th National Congress of the CPC emphasized that we adopt a new vision for development,and insist on promoting well-rounded human development and common prosperity for everyone. Under the historical background that the socialism with Chinese characteristics has entered a new era,and the major contradictions of Chinese society have changed,establishing and implementing the philosophy of shared development will be of great significance for insisting and developing Xi Jinping ＇ s economic thoughts on socialism with Chinese characteristics,and for enriching the profound connotation of the socialist political economy with Chinese characteristics.This article firstly reviews the formation and development of the philosophy of shared development from the perspective of Marxist political economy.Then,this paper explains the connotation of shared development concept and its theoretical contribution.Besides,it does in-depth analysis the restraining mechanism of shared development through the production factors participate in the distribution of income.The ways to break out of it have been found,that is,increasing the proportion of labor remuneration in income distribution,labor should be allowed to share the fruits of development the same as other elements.Finally,this article provides 3 policy paths in order to promote the implementation of the vision of shared development in terms of ensuring and improving people＇s livelihood,eliminating poverty and promoting the equalization of basic public services.
