摘要
工程是根据自然界的规律和人类的需求规律创造一个自然界原本并不存在的人工事物,它包含了自然、社会、人、科学、技术等诸多因素,是一个开放的复杂系统。安全性是指不导致人员伤亡,危害健康及环境,不给设备或财产造成破坏或损失的能力。工程安全性贯穿在工程理念、立项决策、规划设计、生产制造、施工操作、评价检验、管理运行等各环节的全过程之中,是衡量工程质量优劣的核心指标,也是一个涉及多种不确定性因素的复杂概念。这需要我们运用不确定性思维、动态思维、协同思维与整体思维等复杂性思维方式来认知与保障工程安全性,以防范与消减工程安全事故的发生。
Engineering is a man-made complex system according to the nature law and man's needs,which concerns many factors such as nature,society,human,science,technology,economy,and culture,etc.As a complex concept with many uncertainties,engineering safety is closely related with quality and reliability in the whole process of engineering decision-making,design,construction,management,evaluation and so on.In order to enhance the engineering safety,we should conceive it from the view of complexity thinking involving uncertainty thinking,dynamic thinking,collaborative thinking,and overall thinking.
