改善人居环境、建设美丽宜居乡村是乡村振兴的关键——评《河北省实施乡村振兴战略推进美丽宜居乡村建设研究》

Improving the Living Environment and Building a Beautiful and Livable Village is the Key to Rural Revitalization

实施乡村振兴战略是党的十九大做出的重大决策部署,是新时代＂三农＂工作的总抓手。实现乡村振兴,不仅要实现农业强、农村美、农民富,还要实现乡村生态振兴,加强农村环境治理,改善人居环境,打造美丽宜居生活家园。该书作者对河北省村干部和农民进行调研,分析农村劳动力转移、空心村治理、宅基地置换、厕所和厨房改造、垃圾处理、能源利用等一系列问题,探讨村干部和农民建设美丽乡村的意愿和愿望,提出相关对策建议,可以推进农村生态文明建设和新农村建设,为实施乡村振兴战略、建设美丽宜居乡村提供决策参考。

The implementation of the rural rejuvenation strategy is a major policy decision by the party＇s Nineteenth Congress. It is the overall solution to the ＂three rural＂work in the new era. In order to realize the revitalization of the countryside,it is necessary not only to realize strong agriculture,rural beauty,and rich farmers,but also to achieve rural ecological rejuvenation,strengthen rural environmental governance,improve the living environment,and create beautiful and livable living homes. Therefore,investigations were conducted on village cadres and farmers in Hebei Province to analyze the problems of rural labor transfer,hollow village governance,housing site replacement,toilet and kitchen renovation,garbage disposal,and energy use,and to explore the willingness of village leaders and farmers to build beautiful countryside. With regard to aspirations,relevant suggestions and proposals can be made to promote the construction of ecological civilization in rural areas and the construction of new countryside,and provide decision-making references for the implementation of rural rejuvenation strategies and the construction of beautiful and livable rural areas.
