统筹规划、提效审批、创新“多规合一”“一张图”2．0

OVERALL PLANNING TO IMPROVE APPROVAL EFFICIENCY AND INNOVATION OF ＂MULTI-PLAN INTEGRATION＂ ＂ONE MAP＂ 2.0

党的十九大对国家治理提出了新的发展理念，住房城乡建设部总体规划改革试点工作对“多规合一”信息平台建设提出了新的要求，如何深化供给侧结构性改革，打造一张好的蓝图持之以恒干到底，对“多规合一”“一张图”提出了新的挑战和要求。本文结合广州实践，通过对城乡规划“一张图”1．0的历史回顾、对现有问题的剖析，以问题导向倒逼“一张图”1．0改革；从顶层设计着手，搭建“多规合一”“一张图”2．0，以全局观念形成改革统筹推进之势；同时又找准突破口，以“制度管人、机器管事”等制度创新把好规划编制审批的“一头一尾”，攻坚克难重点突破将“一张图”技术成果及时转化为行政审批提效的实际生产力。

At the 19th CPC National Congress, a new development concept was proposed for state governance; the Ministry of Urban-Rural Planning and Development put forward new requirements for building a ＂multi-plan integration＂ information platform while carrying out the pilot projects of city master planning reform; and how to deepen the supply-side structural reform and develop a good blueprint poses new challenges and requirements for ＂multi-plan integration one map.＂ Based on the practice in Guangzhou, this paper reviews the ＂one map＂ 1.0 for urban and rural planning and analyzes the existing issues, so as to push the problem-oriented ＂one map＂ 1.0 reform. Starting from the top-level design, it develops ＂multi-plan integration＂ ＂one map＂ 2.0, forming a reform and overall advancement trend on the basis of the overall concept. At the same time, it identifies breakthroughs and adopts ＂system management, machine management＂ and other institutional innovations to appropriately handle planning approvals and to transfer ＂one map＂ technology into the actual productivity to improve administrative approval efficiency.
