广州总体城市设计的探索与实践

EXPLORATION AND PRACTICE OF COMPREHENSIVE URBAN DESIGN IN GUANGZHOU

为适应新时代城市发展，响应人民美好生活新需求，广州组织了全市总体城市设计编制工作。作为2035总体规划的重要专项，广州总体城市设计在工作思路、编制实践、管理实施方面进行积极探索，明确多元价值、开放参与、面向实施和品质提升的总体价值观；搭建空间特色与多维度系统整合的技术框架，运用多源大尺度定量分析方法，支撑特大城市的理性城市设计，形成总体形态结构、三维形态引导、特色风貌分区与岭南魅力公共空间体系四大内容；尝试从衔接法定规划、衔接管理、引导实施5个方面探索管理实施；并总结有效机制和未来工作方向。

In order to adapt to the demands of urban development at new era and people＇s pursuit for good life, Guangzhou has organized the general city design and compilation work. As an essential part of the 2035 overall planning, Guangzhou comprehensive urban design carries out active exploration in terms of work thoughts,compilation practice, management, and management implementation, in order to clarify the overall value orientation composed of diversified values, open to participate, and in favor of implementation and quality promotion. The technology framework integrating space characteristics and multi-dimension system is established, which uses the method of multi-sources and large-scale quantitative analysis to support the rational design of mega-city and to form the four major content including the overall structure, the three-dimension form guidance, the special feature zoning, and the charming public space system in Lingnan. In addition, the comprehensive design of Guangzhou tries to explore the management implementation from three aspects including the legislative planning, the connection management, and the guide for implementation. Finally, it sums up the effective mechanism and the work for future.
