资源型城市化解财政风险的对策研究——基于山西省资源型城市的分析

Research on the countermeasures of resolving financial risks in resource-based cities——Based on the analysis of resource-based cities in Shanxi

随着我国经济进入新常态以及供给侧改革的推进,资源型城市产业结构单一和城市功能单一所造成的问题日益显现。在能源储量减少、经济增速放缓的情况下,资源型城市的财政风险逐渐凸显。以山西省为例,描述了山西省近年来的经济发展状况,分析了山西省主要资源型城市发展的特点,从财政收入、财政支出以及政府债务三个角度研究了资源型城市面临的财政风险,最后提出了相应的化解资源型城市财政风险的对策。

As China＇s economy enters the new normal and supply side reform advances, the problems caused by the monoto- nous industrial structure and urban function of resource-based cities are increasingly evident. With the reduction of energy re- serves and the slowdown of economic growth, the financial risks of resource-based cities have become increasingly prominent. Taking Shanxi province as an example, the economic development of Shanxi province in recent years was described, the char- acteristics of the development with main resource-based cities in Shanxi were analyzed. The financial risks faced by resource- based cities were studied from the perspectives of fiscal revenue, fiscal expenditure, and government debt. Finally, the coun- termeasures to resolve the financial risks of resource-based cities were proposed.
