健康老龄化背景下医养结合养老服务模式的优化策略

医疗资源和养老服务相结合,为老年人提供养老医疗一体化服务是健康老龄化的题中应有之义,符合健康中国战略的核心要义。随着医养结合试点的逐渐展开,在实践中形成了医疗资源和养老服务相结合的多种形式。文章将其归纳为医疗资源向养老机构流动模式、养老资源向医疗机构流动模式以及医疗资源养老资源双向流动模式,通过对比这三种典型模式在实践中在行动主体、服务客体、服务内容、费用支付等方面的差异,并分析当前我国医疗资源在向养老服务整合过程中主要在机构定位、护理人员、医保报销以及信息和管理等方面存在的问题,最后提出通过建立老年人身体自理能力评估体系、整合政府业务、清晰定位医养结合型机构并加大在资金、人才、信息、设备等资源的投入等措施以有效解决这些问题。
