摘要
区域间碳排放转移对区域碳排放核算及其减排责任划分具有重要而深远的影响。采用多区域投入产出建模方法,在计算中国各省、直辖市和自治区(后统称"省区")区贸易隐含碳结构的基础上,本文深入探讨了为减轻区域间贸易对省区碳排放核算及其减排责任划分的影响,以及中国各省区开展区域合作共同应对碳减排的问题,由此在减排政策层面上提出了"开展区域合作共同减排比单个省区独自应对更为有利,同时考虑到在区域合作中各个省区的获益程度可能会有所差别,采取资金补助等方式有助于推动区域合作减排"的政策建议。这对完成中国整体减排目标、提高区域减排效率具有重要的政策意义。
Regional CO2 emissions transferring has an important and far-reaching impact on provincial carbon emission accounting and its reduction responsibility assignments. By using a multi-region input-output analysis method, this paper calculates CO2 emissions embodied in trade per unit of value of trade in Chinese30 provinces. Moreover, to reduce the impact of trade on regional carbon emission accounting and assigning the task of emissions reduction, this paper also discusses an important issue on which provinces should be grouped together to form a coalition to conduct regional cooperation. Regarding regional climate policy, our results find that encouraging coalition formation to conduct cooperation is more helpful to reducing the impact of trade than operating as individual provinces. Furthermore, considering that the extent of reduction in a coalition would vary in different provinces, parts of provinces that benefit most should provide financial aid to those provinces that suffer most or benefit least. Overall, our findings are of great importance to promote the achievement of China’s total carbon emissions reduction target and improve provincial carbon emissions reduction efficiency.
