旅游扶贫背景下贫困乡村社区旅游参与能力评价体系构建及应用

Construction and Application of Tourism Participation Capacity Evaluation System for Impoverished Rural Communities Under the Background of Tourism Poverty Alleviation

在旅游资源优势的贫困乡村地区,社区旅游参与是扶贫的重要途径。当地社区居民是否真正参与旅游关系到扶贫成效。构建社区旅游参与能力评价体系弥补相关研究的不足,同时可正确地认识社区参与的实际能力,有利于政府制定旅游扶贫政策,针对性地培养和提高社区旅游参与能力,把旅游扶贫落到实处。在现有旅游社区参与、旅游扶贫理论和实践研究的基础上,分析贫困乡村社区旅游参与能力评价体系的构成要素,构建了贫困乡村直接参与、间接参与、不具备参与等社区旅游参与能力类型的三个一级指标层和多个二级指标参与能力的评价体系,采用专家实地考察打分方法评定为四个等级,并以红河县甲寅乡他撒村为个案进行了应用验证。

In the poverty-stricken rural areas where had advantageous tourism resources,community tourism participation was an important approach to poverty alleviation. Whether local community residents really participated in tourism was related to the effectiveness of poverty alleviation. Constructing a community tourism participation capacity evaluation system could make up for the deficiency of related research. At the same time,it could make a correct understanding on the practice of community participation capacity,and help the government to formulate tourism poverty alleviation policies,cultivate and improve the community tourism participation capacity target to implement tourism poverty alleviation. Based on the existing cases of tourism community participation,tourism poverty alleviation theories and practice researches,this paper analyzed what made a tourism participation capacity evaluation system for impoverished rural communities,and constructed an evaluation system where the tourism participation capacity of impoverished rural community was classified into some types such as direct participation,indirect participation and disqualified participation. The evaluation system consists of three first-grade indexes and multiple second-grade indexes and the participation was evaluated into four levels through expert investigation scoring method. The application was conducted on the case of Tasa Village in Jiayan Township,Honghe County.
