2017年巴中市传染病报告管理调查分析

Investigation and Analysis of Management of Infectious Disease Reporting in Bazhong in 2017

目的为评价各级各类医疗卫生机构法定传染病报告质量和管理现状及存在问题,提出具有针对性的解决方法,为传染病防控提供科学依据。方法通过听取汇报、查阅资料、抽查病历、现场检查和网络核实等方法,对传染病报告的组织保障、规范报告、管理、数据利用等调查分析。结果按照疾病预防控制中心和医疗机构传染病报告管理工作各占50%进行综合评分,全市传染病报告管理平均分为81.30分;部分卫生行政部门经费、相关考核制度落实不到位;疾控中心培训、督导频次和力度不够,医疗机构漏报现象较普遍,报告质量不高,20家医疗机构共查法定传染病199例,漏报34例,漏报率17.09%,抽查报告的113例传染病中,及时报告率90.27%,报告卡填写完整率76.11%,报告卡填写准确率63.72%,纸质报告卡与网络报告卡信息一致率81.42%。结论巴中市2017年传染病报告管理质量下滑,医疗机构传染病漏报现象较普遍,传染病网络报告质量有待提高。

Objective To evaluate the quality and management of infectious disease reporting in different types and grades of medical and health institutions, identify existing problems and propose appropriate solutions so as to provide scientific evidence for the prevention and control of infectious diseases. Methods Organization, standardization, management and data of infectious disease reporting were investigated and analyzed by means of listening reports, data reference, sampling inspection of medical records, on - site inspection and network verification. Results Comprehensive scoring was performed with management of infectious disease reports in centers for disease control and prevention and medical institutions each accounting for 50%. The average score of management of infectious disease reporting in the whole city was 81.30. Part health administrative departments have not effectively fulfilled fund and related appraisal regulations; centers for disease control and prevention have not conduct sufficient training and supervision; underreporting was common and report quality was not high in medical institutions. In 20 medical institutions, 199 cases of reportable infectious diseases were identified, and 34 were underreported; the underreporting rate was 17.09%. Among 113 reported cases of infectious diseases, the timely reporting rate was 90. 27%, the reporting card completion rate was 76. 11%, the reporting card accuracy rate was 63.72% , and the consistency rate between paper reporting cards and network reporting cards was 81.42%. Conclusion The management quality of infectious disease reports in Bazhong declined in 2017; underreporting of infectious diseases in medical institutions is common; and the quality of the network reports of infectious diseases needs to be improved.
