国内外图书情报领域政府信息公开研究热点的对比分析

Comparative Analysis on Research Hotspots of Government Information Disclosure in Library and Information Science

以Web of Science^(TM)和CNKI为数据来源库,以政府信息公开为研究主题,进行数据采集,对国内外图书情报领域政府信息公开研究的基本现状、研究热点等对比分析发现,国内外图书情报领域关于政府信息公开总体上具有不同的研究现状和趋势,从研究现状来看,国外在法律制度、观念转变、电子政务、开放政府等方面研究均超前于国内,且在法律制度建设和公共图书馆政府信息公开服务方面的理论研究趋于成熟;而我国该领域的相关研究还处于起步阶段,与国际上的研究尚存差距。从研究趋势来看,国外学者对政府信息公开的基础理论研究及主观性规范研究已开始淡化,逐渐偏向于新技术在政府信息公开服务中的实证研究,同时政府透明制度的有效性、提高公民服务质量及解决技术障碍问题受到越来越多的关注;而目前国内相关研究大部分仍在向国外的基础理论研究靠近,只有少量研究分布在新技术和信息化时代背景下对政府信息公开的新要求上。

To figure out different research status and trends of government information disclosure in the field of Library and Information Science at home and abroad, fundamental research status and hotspots are analyzed by collecting data themed in government information disclosure in Web of ScienceTM and CNKI. From the point of research status, research on legal system, conceptual change, electronic government affairs and open government is more advanced abroad than at home. Besides, the construction of legal system and theory study of government information disclosure service in the public library abroad are mature, while that of China still stays in the beginning stage, and has a gap in comparison with the international research. Foreign scholars care little on fundamental theory and subjective norm of government information disclosure, and turns gradually to the empirical study of new technology in government information disclosure service, validity of transparency system and improving the quality of civil service, and solving technical barriers. While research at home forcuses on foreign fundamental theory, and scarcely on new requirements of government information disclosure in the background of new technology and information age.
