配电网资产投入产出评价模型与体系研究

Research on the investment and outcome asserts evaluation models and system for power grid

针对我国配网项目飞速发展,目前尚未有一套切合实际,综合考虑各项指标进行资产投入产出的评价模型。以福建省配电网为例,针对福建省配电网的具体情况,构建了配电网资产投入产出的指标体系;并采用序关系分析法对配电网资产投入产出的各个指标属性进行权重的计算;然后建立了基于综合评价法的配网资产投入产出效益评价模型;最后,以福建省各地市公司所辖区县为例进行科学的效益评价和打分,项目效果、项目效益和项目过程评分分别为90.81、81.6和68.07分,与专家意见相一致,验证了本设计的评价模型及体系的有效性。

In view of the rapid development of China＇s distribution network project,there is not a set of realistic evaluation model for the asset input and output.Taking the distribution network of fujian province as an example,the index system of the allocation of the distribution network assets is constructed according to the specific situation of the distribution network in fujian province.The method of sequential relationship analysis is used to calculate the weights of each index attribute of the asset input and output of the distribution network.Then,the evaluation model of the input and output value of network assets based on comprehensive evaluation method is established.In the end,the scientific benefit evaluation and grade of the county in the prefecture of fujian province are carried out.The project benefit and the project process score were 90.81,81.6 and 68.07 respectively,which were consistent with the expert opinion,which verified the evaluation model and the effectiveness of the system.
