当今世界,国家现代化的程度在根本上取决于国民素质现代化的程度,国别间的竞争归根到底还是国民素质的竞争。本文给出了"国民素质现代化"的内涵,梳理了马克思恩格斯经典著作中"人的自由而全面发展"思想,分析了我国"国民素质现代化"建设事业发展滞后所带来的现实问题,并运用历史和逻辑相统一的分析方法,分析了人类社会"人的现代化"的历史进程及其主要特征,初步探讨了新时期加快推进我国国民素质现代化的对策措施。

In today＇s world, the degree of national modernization fundamentally depends on the degree of the modernization of the national quality. The competition among countries is in the final analysis or the competition of the national quality. This article gives the connotation of ＂the modernization of national quality＂, combs the thought of ＂man＇s free and comprehensive development＂ in the classic works of Marx and Engels, analyzes the realistic problems brought by the lag of the development of ＂national quality modernization＂, and analyzes the human beings by using the analysis method of the unity of history and logic. The historical process and the main characteristics of the social ＂human modernization＂ have preliminarily discussed the countermeasures to speed up the modernization of our national quality in the new period.
