基于重性精神病患者管理为中心的互联网+医疗实践

The Internet + Healthcare Practice of Management of Patients with Severe Mental Illness as the Center

目的:实现昆明市重性精神病患者的系统管理,实时动态掌握患者情况,搭建昆明市精神卫生办公、服务、交流为一体的综合管理平台,提高精神卫生综合管理水平。方法:通过互联网专线或4G网络架设APN设备,网闸、防火墙、数据库审计等提供安全可靠的网络通路,应用云技术、云服务器架构、移动医疗等技术,积极探索精神卫生管理新模式。结果及结论:2017年助力昆明市严重精神障碍患者疾病检出率首次达到4.03‰的工作目标,实现了"医院-社区-家庭"的双向转诊治疗模式,优化了患者筛查、诊断、治疗、双向转诊、评估等服务流程,规范了分级诊疗,提高了严重精神障碍患者的管理率、服药率和住院率,让更多患者及家属感受到"互联网+"时代带来的全新就医体验,实现"患者少跑腿,信息多跑路"的信息化目标。

Objective： To realize the system management of the severe mental patients in Kunming, dynamically master the patients condition in real-time, build an integrated management platform of Kunming with mental hygiene office, service and communication into one, improve the comprehensive management level of mental health. Methods： To set up APN equipment, the network gate, firewall, database audit and so on through dedicated Internet access or 4G network to provide a safe and reliable network access, actively explore new mode of mental health management by cloud enabling technologies, cloud server architecture, mobile health technology and so on. Results and conclusion： In 2017, the detection rate of the patients with severe mental disorders in Kunming was first reached 4.03 per thousand, standardized the hierarchical diagnosis, realized the two-way referral of ＂hospital community family＂, optimized patients screening, diagnosis, treatment, two-way referral, assessment and other service processes, standardized hierarchical diagnosis, improved the rate of management and medicine taking and hospitalization, which make more patients and families feel the new medical experience which taken by ＂Internet ＋＂ era, truly centered on patients, doctors and nurses. To achieve the goal of ＂the patient runs less and information runs more.＂
