生态补偿现金方式的减贫效果分析

Analysis on Poverty Reduction Effect of Ecological Compensation Fund

基于2015年石羊河流域生态补偿机制调查数据,测算了两种贫困线下农户FGT贫困指数,分析现金补偿方式的减贫效果。结果表明：两种贫困线下,生态补偿现金方式均降低了贫困发生率,缩小贫困差距和贫困人口内部的收入差距。比较两种贫困线下测量的FGT指数,可以看出人均年收入2800元的贫困标准,对于减缓贫困的效果更好。

Based on the survey data of ecological compensation mechanism in Shiyang River basin in 2015, this paper measures the FGT poverty index under two kinds of farmer poverty line and analyzes the poverty reduction effect of cash compensation. The results show that under the two kinds of poverty lines, the ecological compensation funding reduces the incidence of poverty, narrows the poverty gap and the income gap within the poor. Comparing the FGT index measured below the poverty line, we can find that the poverty rate of 2,800 yuan per capita is better for alleviating poverty.
