天然气分布式能源项目技术评估中环保要点分析 被引量:3

摘要 天然气分布式能源项目可分为区域式分布式能源项目和楼宇式分布式能源项目。天然气分布式能源项目的技术评估中环境保护是很重要的专业,环保要点主要包括项目建设与规划相符性、负荷要求、达标排放、大气污染物总量控制、区域规划环评相符性、小锅炉替代等。区域式天然气分布式能源项目需要符合地区热电联产规划,楼宇式天然气分布式能源项目需要符合当地城市规划要求。在项目可研阶段,热负荷、冷负荷、电负荷与装机规模的匹配性需要重点论证,以确保项目"以热定电"的性质不变。虽然天然气燃烧排放的二氧化硫、烟尘很低,但是也不能认为是零排放。天然气分布式能源项目的大气污染物主要是氮氧化物,要细化满足氮氧化物达标排放的低氮燃烧技术,并且要满足对应的不同排放标准。在大气污染物排放达标的基础上,还需要进一步提出排放总量申请及排放总量方案。当天然气分布式能源项目厂址位于工业园区内,需要明确项目建设与相关规划环评结论的相符性。 Natural gas distributed energy project can be divided into regional distributed energy project and building distributed energy project.Environmental protection is very important in the technology assessment of natural gas distributed energy project,and the key points of environmental protection mainly include the conformance of project construction with planning,the load requirements,the up-to-standard discharge,the control of total atmospheric pollutants,the conformance with regional planning environmental impact assessment(PEIA),and the substitution of small boilers.Regional natural gas distributed energy project should comply with regional combined heat and power generation planning,and building natural gas distributed energy project should meet the requirements of local city planning.During the feasibility study of project,the matching of heating load,cooling load and electrical load with the installed capacity should be demonstrated to ensure that the project adheres to the principle of determining power generation based on heating load.Although the sulfur dioxide and smoke discharged from natural gas combustion are very low,they cannot be considered as zero emission.The atmospheric pollutants of natural gas distributed energy project are mainly nitrogen oxide.It is necessary to improve the low nitrogen combustion technologies that meet the emission standards of nitrogen oxide and to meet the requirements of various corresponding emission standards.Also it is necessary to further propose a total emission application and a total emission plan based on the up-to-standard discharge of at-mospheric pollutants.If the natural gas distributed energy project is located in industrial park,it is necessary to clarify the conformance of project construction with the conclusions of relevant PEIA.
