南京国民政府时期上海英美烟公司劳资冲突研究——劳方、资方与政府关系视角

摘要 就英美烟公司两次典型劳资冲突而言,无论罢工还是停业,劳方、资方与政府博弈过程均具有集体谈判性质,这一时期劳方、资方与政府间已形成相对稳定的劳资关系体系。其中,政府出于政治和经济考虑更偏向劳方,这有助于劳资关系体系整体均衡;劳方与资方的诉求更多是自身经济利益。相对于资方,劳方得到更多企业之外的支持,说明劳方阶级认同仍然存在,并可能蕴含国家认同。除南京国民政府、劳资双方外,英国政府和共产党的影响相对有限。 The game process of labor, capital and government showed the nature of collective bargaining in the conflicts of closing and striking. On the whole, the labor, capital and government formed a relatively stable industrial relations system during the Nanjing National Government period. The government preferred the labor due to the political and economic factors. It also helped to the equilibrium of the industrial relations system. The labor and capital preferred the economy. The labor gained more external support than the foreign capital, it indicated that the labor had class identify, even national identify. The British and the Communist Party of China had very limited impact.
