丝绸之路经济带全要素能源效率比较研究

A Comparative Study on Total Factor Energy Efficiency of the Silk Road Economic Belt

丝绸之路经济带能源合作为沿线省份能源绿色高效发展带来了新的契机,当务之急要紧抓机遇,提高能源效率。基于SBM模型,结合Malmquist指数,测算并分解2004—2015年丝绸之路经济带沿线9个省份的全要素能源效率。结果表明：丝绸之路沿线省份的能源未得到有效利用,具有较大的节能空间;技术效率指数呈下降趋势,而技术变动指数均大于1,呈上升趋势,全要素能源效率变动趋势与技术变动趋势大致相同,表明技术进步推动能源效率持续提升;推动或约束各省份能源效率提升的原因不完全相同。最后,为提升沿线省份全要素能源效率提出合理化建议。

The energy cooperation of the economic belt of the Silk Road has brought new opportunities for the green and efficient development of energy in the provinces along the province. It is urgent to seize the opportunity to improve the energy efficiency. This paper, based on the SBM model, combined with the Malmquist index, measured and decomposed the total factor energy efficiency of the nine provinces along the Silk Road Economic Belt in 2004-2015. The results show that the Silk Road Economic Belt provinces along the total factor energy efficiency at a low level, can be improved; the technical efficiency index are decreased, and the technical change index is greater than 1, which shows the trend of rising. The trend of energy efficiency of the whole factor is roughly the same as the trend of the technology change. It indicates that technological progress promotes the continuous improvement of energy efficiency; to promote or restrict the reasons for improving energy efficiency of each province is different. Finally, the corresponding policy suggestions are put forward in order to improve the total factor energy efficiency of the provinces.
