技术进步与产业结构对环境污染治理投资的影响研究——基于全要素生产率的变化及其分解

Research on the Influence of Technology and Industry Structure on the Environmental Governance and Investment:Based on the Change and Decomposition of the Total Factor Productivity

基于DEA模型测算各省份的Malmquist指数,将全要素生产率变化分解成技术效率变化和技术进步变化,在此基础上引入产业结构,构建计量实证模型,利用中国的省级面板数据,深入研究全要素生产率变化及其分解与产业结构对环境污染治理投资的影响及地区性差异。研究发现：第一,中国全要素生产率变化有下降趋势,主要因技术进步变化而引起,且存在显著的地区性差异。第二,无论是否考虑产业结构,全要素生产率变化及其分解均可以有效地降低环境污染治理投资,且存在显著的地区性差异,其中,不考虑产业结构时,技术进步变化降低环境污染治理投资的作用更大;考虑产业结构时,技术效率变化的降低作用较大,技术进步变化的作用有较大的下降。第三,产业结构加剧了环境污染治理投资,反映出在产业结构调整和优化中并未考虑到环保和绿色。

Based on the DEA model, the paper measures Malmquist index of the provinces, the change of TFP decomposes into technical efficiency change and technological progress change. Introducing the industrial structure, building econometric empirical model, using China＇s province-level panel data, the paper further studies the change of TFP and its decomposition, and influence and regional differences about the industrial structure＇s impact on environment pollution control investment. The study found that： First, China＇s change of TFP change is a downturn, it was mainly caused by the technology changes, and significant regional differences; Second, whether or not considering the industrial structure, the change of TFP and its decomposition can effectively reduce the environmental pollution control investment, and significant regional differences. Regardless of the industrial structure, the technological progress change reduces the effect of environmental pollution treatment investment; Regardless of the industrial structure, technical efficiency change effect is bigger, technology changes have larger decline; Third, the industrial structure intensifies the environmental pollution control investment. This reflects that we have not taken into account the environmental protection and green in the industrial structure adjustment and optimization process.
