环境治理投资与财政环保支出对环境污染的影响——基于面板模型的比较分析

The Effect on Environmental Governance Investment and Financial Environmental Expenditure for the Environmental Pollution:The Comparative Analysis of the Panel Model

利用中国2007—2015年的省级面板数据,比较分析了环境污染治理投资与环境污染、财政环境保护支出与环境污染之间的关系,再实证检验环境污染治理投资与财政环境保护支出对环境污染的影响,并对其影响进行比较分析。研究结论为：第一,环境污染治理投资对环境污染的影响呈稳定的倒＂U＂型,当前各省份的观测值基本上处于曲线的左侧,环境污染治理投资对降低环境污染的作用并不明显;第二,财政环境保护支出对环境污染的影响也呈稳定的倒＂U＂型,当前各省份的观测值已处于曲线拐点处与曲线的右侧,对降低环境污染的作用明显,且降低环境污染的作用显著优于环境污染治理投资;第三,当前经济发展水平对环境污染的影响已处于环境库兹涅茨曲线的下降阶段。

In this paper, using the Chinese provincial panel data from 2007-2015, it compares analysis of the relationship between environmental governance investment and environmental pollution, and the relationship between financial environmental expenditure and environmental pollution. The paper tests impact on environmental governance investment and financial environmental expenditure for environmental pollution, and comparing analysis of the effects. The main research conclusions are： the impact of environmental governance investment for environmental pollution is a steady inverted ＂U＂, the observations of various provinces are basically at the left of the curve, the role of environmental governance investment reduce the environment pollution is not obvious; the influence of financial environmental expenditure for environmental pollution presents a stable inverted ＂U＂, the observations of various provinces are basically at the right of the curve, having an obvious effect on the reduction of environmental pollution, and significantly reducing the environment pollution superior to the effect of environmental governance investment; the influence of the current level of economic development for the environmental pollution is in decline stage of environmental Kuznets curve.
