耕地休耕能有效解决土壤重金属污染问题,从博弈论视角探讨休耕行为主体间的利益关系,有利于休耕工程顺利实施。在分析休耕行为主体间博弈焦点的基础上,用动态博弈模型分析农户与地方政府及地方政府与中央政府的利益博弈关系。得出如下结论：农户与地方政府博弈的均衡解为：（不休耕,不补贴）,但只要其中一方采取可置信的威胁策略,博弈会达到理想均衡,即：（休耕,补贴）;中央政府及时足额划拨经费,地方政府间相互合作,均有利于促进休耕工程的顺利实施。基于博弈结果,提出相关对策建议。

From the perspective of game theory, it discusses the interest relationship between fallow practices, which is conducive to the smooth implementation of fallow cultivation. Based on the analysis of the game focus between the subject of fallow behavior, the dynamic game model is used to analyze the game relationship between the farmers and the local government and between the local government and the central government. The following conclusion is drawn： The balanced solution between farmer households and local governments is：（not fallow, not subsidy）, but as long as one of them adopts a credible threat strategy, the game will reach an ideal equilibrium, and it is：（fallow, subsidy）; The timely and full allocation of funds by the central government and mutual cooperation among local governments are conducive to the smooth implementation of the fallow project. Based on the results of the game, relevant suggestions are proposed.
