土地兼具财产权能与保障权能,土地的双重权能决定了征地补偿的双重性。现行主要征地补偿模式未能同时兼顾土地的财产权能与保障权能。市场化补偿标准建立之前,多元化安置因其持久保护是对土地财产权能的有效置换;涵盖养老、医疗、就业、教育的完善的社会保障体系则是对土地保障权能的等价兑换。在过渡期间需探索"失地保险"机制。

Land has both property rights and security capabilities, the dual power of land determines the dual nature of compensation for land acquisition. The current main land acquisition compensation model fails to take into account both the property rights and the security, capabilities of the land.The diversified resettlement can provide more lasting protection for the land-expropriated farmers,and the effective replacement of the land property rights before the establishment of market-based compensation standards.The comprehensive social security system covering pensions, health care, employment, and education is equivalent to the exchange of land security capabilities. During the transition, it is necessary to explore the transitional mechanism of ＂Landless Insurance＂.
