绩效管理是国内外已经得到广泛应用的科学有效的管理手段之一,绩效评估是绩效管理的核心环节。为更好地适应"智慧公安"条件下警务活动模式变化所必然催生的组织变革,公安机关需要采用更科学高效的手段来提升管理效能,为公安工作的高效运行、可持续发展提供更坚实的人力资源保障。开展警务活动绩效评估是实现警务活动全面绩效管理的基础,是开展警务流程再造和现代队伍管理的有力抓手,对于提升上海公安的战斗力具有重要的现实意义。

The performance evaluation, which is a core of management, is one of effective scientific methods used extensively in China and foreign countries. In order to align with the changes brought about by changed police operation modes under the ＂smart policing＂ condition, police agencies should use more scientific and effective method to improve management effectiveness, which can provide good human resources to ensure highly efficient operation and sustainable development. To conduct performance evaluation is also the foundation on which police operations can be managed comprehensively and efficiently and can provide a good opportunity for police to restructure policing procedures and to form modem forces and is practically significant to improve police＇s battle effectiveness.
