Under the background of developing ＂Smart Policing＂, restructuring modem policing procedures and upgrading police force management methodology, it is significant to make a study of stratified police training modes in the Population Management Office of Shanghai Public Security Bureau. Such training should take into consideration the realities in the population management sector, align with the new era, new situation and new requirements, combine post demands with personal career development, be guided by the principles of laying solid foundations, making clear orientation, stratification and integrating demands and needs and explore and establish the scientific stratified police training modes so as to upgrade police competency, quality and working levels in a all-round way, stimulate the standardization, professionalization and specialization of police force management in this field.
