It is a strategic, forward-looking and innovative system project to capture and identify disruptive information technology. Only scientific and perfect coordination and organizational leadership system are able to stimulate the aggregation effect, and release innovative energy. To ensure a coordinated, organized and efficient development of revolutionary information technology used in military domain, it is necessary to establish a specific leading organ to integrate research units involved, to polish the associated systems and mechanisms for a benevolent environment for innovation, and to strengthen the integrated support. All of those efforts must be viewed and carried out from the under-standing of a bigger picture, that is, the overall situation of the national and military development, future war requirements and new fighting capabilities and capacity building.
