摘要
海域动态监管是海域管理、海监执法和海洋资源保护有力的技术支撑,但是目前动态监测的手段主要以人工岸线巡查为主,辅以遥感影像判读,监视监测手段比较简单,不能满足海域动态使用评价与决策支持等高层次信息服务要求。据此,提出了的三维实景动态监管系统,通过三维实景采集设备,采集沿海地形地貌、港口开发及海域滩涂开发等高清实景图像和影像信息,经加工整理,建立系统数据库,利用最新的软件开发技术和GIS技术,结合海域遥感影像和发证数据,构建了一个智能化、可视化的辅助巡查系统。该系统在盐城海域动态监管中可以得到有效应用。
Dynamic sea area supervision is the strong technical support of sea area management,maritime surveillance law enforcement and marine resources protection.However,the current dynamic monitoring method is mainly based on artificial shoreline patrol,supplemented by remote sensing image interpretation.The monitoring methods are relatively simple,which cannot satisfy the high-level information service requirements such as evaluation and decision support of sea area dynamic supervising.For this,a real three-dimensional dynamic supervising system is proposed.This system used the real threedimensional acquisition equipment to acquire the high-definition real images and image information of coastal topography,port development as well as sea beach development,and so on.A system database was established after processing and arrangement.After all,an intelligent and visual auxiliary inspection system was constructed combining with the latest software development technology,GIS technology,the sea area remote sensing image and issuing data.This system was used in Yancheng sea area dynamic supervision.
