When settling the disputes on border and coastal issues, a research on the assessment, prediction of the changing regularity of public opinion environment on the official websites is worthwhile as an important foundation and prerequisite to start the public opinion warfare. The design of a semantics-oriented risk monitoring system for public opinion on official websites will contribute to the real-time monitoring of semantic and emotional tendencies, such as attack degree, hardball, dependency and friendliness of the surrounding countries, and to master the initiative of public opinion warfare for defending the security and stability of our border and coastal areas.
