传播暴恐音视频案件的侦查——以2016年“四川十大反恐案件”为例

通过互联网大面积传播扩散暴恐音视频,其危害性表现在鼓吹极端思想、腐蚀群众意识形态、传授犯罪技能、诱发新的犯罪。有效遏制暴力恐怖犯罪行为,必须严厉打击、控制暴力恐怖音视频的传播与扩散。铲除暴恐音视频根源困难、网络监控难以做到全覆盖、网站管理制度不健全、专业人才队伍建设滞后以及网络反恐情报共享不畅等因素是公安机关开展侦查面临的主要问题。预防传播暴恐音视频案件,应当从加强宣传引导、加强网络管理、提升网络检查的技术水平、深化情报信息工作等方面进行应对。

The wide spread of violent terrorist audio and video over the Internet is harmful in advocating extreme ideas, corroding the ideology of the masses, imparting criminal skills and inducing new crimes. In order to effectively curb violent terrorist crimes, we must crack down on the spread of violent terrorist audio and video. The main problems faced by the public security organs in investigations include the difficulty in eliminating the root causes of violent terrorist audio and video, the difficulty in achieving full coverage of network monitoring, the imperfect network management system, the lagging construction of professional personnel and the poor sharing of network anti-terrorism intelligence. To prevent the cases of spreading violent terrorist audio and video, we should make efforts to strengthen publicity and guidance, strengthen network management, improve the technical level of network inspection and deepen the work of intelligence information.
