The philosophical thinking about the relationship between ＂breaking＂ and ＂rebuilding＂ in the practice of cultural counter-terrorism determines the level and the overall development of of cultural anti-terrorism. Based on the understanding of ＂breaking＂ and ＂rebuilding ＂, we have constructed a steady progress model of ＂three-point support＂ for the cultural counter-terrorism, depicted the development type of ＂one body with two wings＂, described the concepts of ＂breaking＂ ＂rebuilding＂ and ＂breaking and rebuilding ＂ in the cultural anti-terrorism, and then pointed out that only by accurately grasping the opportunities, flexibly adapting to circumstances and unswervingly implement ＂positive rebuilding＂, ＂positive breaking＂ and ＂positive breaking and rebuilding＂, can we weave a tight net for the people＇s cultural anti-terrorism war, from which no terrorist will escape.
