疾控中心在突发公共卫生事件中的有效舆情应对分析

Analysis of effective public opinion of CDC in public health emergencies

突发公共卫生事件关系到百姓健康和社会稳定,而近年来频发的"疫苗事件"作为突发公共卫生事件而倍受公众的关注。2016年重庆地区发生多起涉及疫苗的突发公共卫生事件,相关部门和疾控中心对于此文提及的"重庆五联疫苗接种事件"处置较为得当。以"重庆五联疫苗接种事件"为例,梳理事件发生和处置的整个过程,针对疾控中心如何应对此类事件,特别是如何做好舆情分析,应用好新媒体,进行深入探讨。对于此类事故责任型的突发公共卫生事件,建议建立预警制度和应对预案,善于运用大数据定期开展舆情监测、预警和预报,以积极应对的态度与大众、媒体做好充分的沟通,特别要用好主流媒体和自媒体,并对事件进行及时追踪反馈,最终建立包括监测、预警、响应、疏导、发布和反馈一体化协同联动模式。

Public health incidents were related to people health and social stability. However,frequent vaccine events in recent years have always been public concerns as a class of public health incidents. In 2016,there were a number of public health emergencies involving vaccines in Chongqing. Relevant departments and CDCs were more appropriately handling the＂Five Vaccination Incident＂in Chongqing. Taking＂Chongqing Five Vaccination Incident＂as an example,the article combed the whole process of incident occurrence,disposal and discussed in detail how CDC should deal with such incidents,especially how to do well public opinion analysis and apply new media. For such accidental public health emergencies,it is suggested to establish an early warning system and respond to the plan,be good at using big data to regularly conduct public opinion monitoring and early warning and forecasting,and fully communicate with the general public and the media in a positive response attitude. It is necessary to use of the mainstream media and we-media,and to track and feedback the events in a time. Finally,it should establish an integrated synergetic linkage model that includes monitoring,early warning,response,counseling,dissemination and feedback.
