宁波市利用居民电子健康档案开展社区慢性病管理的SWOT分析

SWOT analysis of community chronic disease management based on residents electronic health records in Ningbo city

宁波市于2011年全面完成区域人口健康信息平台建设,实现了辖区内医疗服务信息、电子健康档案等数据共享。经过不断完善,平台趋于成熟,为居民电子健康档案的应用奠定了坚实的基础。此文运用SWOT方法分析宁波市利用居民电子健康档案开展社区慢性病管理的优势、劣势、机遇和挑战,建议进一步完善居民电子健康档案、建立家庭医生的保障机制、创新慢性病的管理模式以及健全相关法律法规、夯实信息安全基础,为全国其他地区居民电子健康档案的应用以及慢性病管理工作的发展提供借鉴。

Ningbo city completed the regional population health information platform in 2011,which achieved the data sharing of medical services information and residents electronic health records. Since then,the platform was improved continuously,and now can utilize the residents electronic health records to do something. The paper analyzed the advantages,disadvantages,opportunities and challenges of community chronic disease management in Ningbo by using SWOT method,and it suggest that related departments should further improve the residents electronic health records,establish a family doctor＇s protection mechanism,innovative management model of chronic disease,improve the relevant laws and consolidate the information security foundation,so as to promote the application of residents electronic health records and chronic disease management work development.
