摘要
目的通过对某疾控机构的人员流失情况进行分析,了解疾控人员流失的原因,为单位人力资源规划及管理提供依据。方法通过查阅人事档案,对某疾控机构2013-2017年流失人员的基本信息进行统计整理,同时对流失原因进行分析,找出人员流失的特点并提出相应的应对措施。结果 2013-2017年,某疾控机构共有32名人员流失,年流失率分别为1.5%、1.1%、4.9%、2.1%、4.0%。2015年流失人员最多,达12人,流失比例达37.5%。流失人员中高学历人员及行政科室人员分别占比70.0%和56.3%,高于其他人员。流失人员中到其他事业单位和企业就职者居多,流失原因主要为薪酬、考核晋升制度、竞争激烈、其他等原因。针对人员流失情况,对机构提出了相应的建议。结论 2013-2017年某疾控机构的年流失率为1.1%~4.9%,以2015年的流失人员为主,流失人员中高学历人员及行政科室人员占比较高,其他事业单位和企业为主要去向。针对人员流失的原因,应采取完善激励机制和晋升机制、加强人员管理、提高综合待遇等措施,以防止人员流失情况持续加重。
Objective To investigate the reasons of staff turnover by analysing the turnover data in a Center for Disease Control and Prevention( CDC),and provide the basis for the planning and management of human resources. Methods The personal records were reviewed and the basic information of the staff resigned from this CDC during 2013 and 2017 were collected and reviewed. The reasons for turnover was analyzed and the solutions were proposed according to the characteristics of turnover. Results A total of 32 staff resigned during 2013 and 2017 and 12 in 2015,which accounted for 37. 5% of total turnover. The turnover rate during 2013 and 2017 were 1. 5%,1. 1%,4. 9%,2. 1%,and 4. 0%,respectively. Among the resigned staff,the amount of highly educated and executive staff accounted for 70. 0% and 56. 3%,respectively,which was much higher than that of others. Most of the resigned staff went to other institutions or companies. The main reasons for turnover were salary,examination and promotion system,competition,and other reasons. Some corresponding suggestions were proposed according to these findings. Conclusion The turnover rates were 1. 1%-4. 9% during 2013 and 2017. The staff resigned in 2015 accounted for the most. There was high proportion of highly educated and executive staff among the resigned. The resigned staff mainly went to other institutions or companies. Based on the reasons,some measures including improving motivation and promotion mechanism,enhancing the staff management,and increasing the general salary should be taken to prevent the worse of staff turnover.
