水资源工业取水监测体系建设设计

Construction Design of Industrial Water Intake Monitoring System

摘要 按照党的"十八大"以来中央提出的一系列治水新思路的要求,利用3年左右时间(2016-2018年),进一步提高大中型灌区工业取水的在线监测能力,提出了工业取水监测体系建设设计,实现对上海市工业公共在线监测的取水颁证水量达到136.76亿m^3,满足国家要求的全市取水颁证水量80%以上的建设目标,深化信息资源整合和业务应用开发,基本建成比较完善的工业取水监测功能,形成与实行最严格水资源管理制度基本适应的水资源监控能力以及信息化支撑需要。 On the basis of the results of the first phase of the project construction, and the requirements of the Central Committee of the Communist Party of China since the 18 th National Congress of the Communist Party of China(CPC), the article established the three major monitoring systems, especially the large Medium-sized irrigation area of industrial water intake on-line monitoring capacity, put forward the construction of industrial water intake monitoring system design, which achieved the Shanghai Industrial Public on-line monitoring of water to obtain water to reach 13.676 billion m3, meet the national requirements of the city water for more than 80% Objectives, and deepen the integration of information resources and business application development. The basic completion of the more complete industrial water intake monitoring function, the formation and implementation of the most stringent water resources management system to adapt to the basic water resources monitoring capabilities and information needs.
