我国军民融合高等教育法规政策的现状分析与对策思考

Current Situation Analysis and Countermeasures on the Integration of Military and Civilian Higher Education in China

军民融合高等教育法规政策为统筹国防军队建设和高等教育融合发展提供了重要保障。通过系统梳理和比较分析发现,我国军民融合高等教育法规政策主要集中在新型国防军事人才合育和科技协同创新两个方面,中美两国军民融合高等教育在法规建设背景、具体内容和法规政策系统等方面存在显著差异,美国这方面的成功经验具有启示价值。最后,提出完善我国军民融合高等教育法规政策体系的对策建议。

The laws and policies of military-civilian integration of higher education provide an important guarantee for coordinating the development of national defense forces and the integration of higher education. Through systematic analysis and comparative analysis,it has been found that China＇s military-civilian integration of higher education laws and policies mainly focuses on two aspects of new-type defense military personnel cooperation and scientific and technological collaborative innovation. There are significant differences in the systems and other aspects of Chinese and American military-civilian integration of higher education under the background of regulations,specific content and policies,and the successful experience of the United States in this area is of inspirational value. Finally,the paper puts forward the countermeasures and suggestions so as to improve the integration of China＇s military and civilian integration of higher education regulations and policies.
