开放政府数据生命周期视角的我国政府数据资源管理政策文本内容分析——国家各部门的政策实践

A Policy Content Analysis of Government Data Resources Management from Perspective of Open Government Data Lifecycle——Policy Practice of Departments in China

文章以国家各部委政府数据资源管理的政策文本为研究对象,采用质性研究方法,利用Nvivo10对政策从开放政府数据生命周期的视角进行主题内容分析,以发现对国家顶层设计可供借鉴之处。研究发现:我国初步形成贯穿数据生命周期的政策框架体系,个别政府部门的数据创建、汇交、分类等政策为国家顶层设计奠定基础。但仍需加强如数据组织与描述、保存与归档、数据监管等政府数据资源管理政策的薄弱环节,加快推进建立基于数据生命周期的政府数据资源管理政策体系。

Policy documents about government data resources of departments in China were collected as research sample. By means of qualitative research method, documents were then analyzed using thematic content analysis and induction using the software Nvivo 10, so as to find some points of references for top level design and its weaknesses. The study found that China has formed a policy framework that runs through the data lifecycle, and the policies of data creation, collection and classification of individual government departments lay the foundation for the national top-level design. But some weaknesses of government data resource management still need to focus on, such as data organization and description, preservation and archiving, and data curation, and further promote the establishment of data resource management policy system based on Open Government Data lifecycle.
