摘要
随着绩效工资改革的深入推进,当前我国高校绩效工资管理凸显出越来越多亟待解决的问题,主要包括绩效工资总量核定机制不合理、部分地区同类型高校绩效工资水平不均衡、绩效工资项目繁杂不清、绩效考核制度不健全、绩效分配形式较单一等诸多问题。为进一步深化改革,完善绩效管理体制机制,应根据高校事业发展及经济增长率等因素合理核定绩效工资总量;平衡同地区同类型高校绩效工资水平;进一步厘清高校绩效工资项目;构建科学、合理的绩效考核分配体制机制;实施更灵活多样及更能体现业绩贡献的绩效分配形式。
With the deepening of the reform of performance and salary, there are more and more problems to be solved in the management of performance wage in Colleges and universities in China, which include the irrational verification mechanism of the total amount of performance and wages, the uneven performance of the same types of colleges and universities in some areas, the miscellaneous performance and salary projects, and the imperfect performance appraisal system. The form of performance distribution is relatively simple and so on and many other problems. In order to further deepen the reform and improve the system and mechanism of performance management, the total amount of performance wages should be determined according to the development of institutions of higher learning and the rate of economic growth, and the level of the performance wage of the same type of University in the same region should be balanced, the project of the performance salary in Colleges and universities should be clarified, and a scientific and reasonable system mechanism of performance appraisal should be established. We should carry out a more flexible and diversified form of performance allocation that reflects performance contribution.
