基于“投入-产出”角度的低碳城市建设评价体系研究

摘要 城市作为人类经济社会活动的主要承载体,承担着低碳发展的重要任务。评述了国内外低碳城市评价体系的研究现状。把城市低碳建设过程中的技术、资金、政策3个方面的指标作为投入,并选取总体、生产、生活3个方面的指标来描述产出,构建了低碳城市建设评价体系。讨论了指标的量化方法,给出了数据包络分析(DEA)评价模型。并与其它评价体系进行了比较。 As the main carrier of human socio-economic activities, cities undertake an important task of low-carbon development. The status quo of domestic and overseas researches on the evaluation system for low-carbon cities was reviewed. Takingtechnical, fund and policy indices in the course of lowcarbon city construction as the "input", and entirety, production and livelihood indices to represent the "output", an evaluation index system for low-carbon city construction has been established. Methods for quantifying the indices were discussed, and a model of the evaluation by data envelopment analysis(DEA) has been given. Its comparison with other evaluation systems was conducted as well.
