因子分析法在评价城镇职工基本医保治理成效中的应用性研究——基于成都市的数据分析

Exploratory Study on Factor Analysis Method for Early Warning Evaluation of Medical Insurance Fund Operation Risk——Based on the Analysis of Chengdu Data

目的 :依据2010-2016年成都市基本医疗保险住院业务相关数据,建立数据分析指标体系,在全国医保领域内,首次提出运用"医保治理成效指数(HIG指数)"来定量评价医保治理成效情况。方法 :采用因子分析法构建综合评价体系,对21个区(市)县的城镇职工医疗保险运行情况进行综合评分,最后汇总得到成都市历年治理成效指数(HIG指数)。指数如为正值,治理成效越好;同为正值的,数值越高,治理成效越好。结果 :自2010年来,成都市医保治理成效总体呈上升趋势,治理指数从2010年的-3.075增加至2016年的2.499,其中近三年HIG指数为七年来最高。结论 :成都多措并举着力推进医保治理体系和治理能力现代化,成效显著。

Objective： In this paper we used basic medical insurance data of Chengdu in 2010-2016 to set up index system. In the national medical insurance system, it was the first time to put forward using the health insurance governance effect index（HIG index） to quantitatively evaluate the effectiveness of the governance of medical insurance. Method： Used factor analysis to get the comprehensive score of twenty-one districts and counties urban employee basic medical insurance＇s operation and summarized to get the health insurance governance effect index of Chengdu（HIG index）. If the index is positive, the governance results is good; in the same positive value, the higher the value, the better the governance. Result： Since 2010, the effectiveness of the governance of medical insurance was trending upward, and the HIG index get the highest score in last three years. Conclusion： In recent years, Chengdu took many methods to modernize the medical insurance system and modernization of governance capacity.
