上饶市长护保险试点的实践和思考

Practice and Thinking of Long-term Care Insurance Pilot in Shangrao

作为全国首批15个长期护理保险制度试点城市之一,上饶市结合自身实际,初步建立了长护保险制度体系,覆盖范围迅速扩大,失能人员待遇支付到位,基金运行平稳,成效初显。上饶市的实践说明,建立长护保险制度具有可行性和强大生命力。但亟需加强对社会力量建立护理服务体系的扶持和引导,加大就业培训政策支持力度,规范失能鉴定标准,加强监管等方面的工作,促进长护保险制度健康发展。

As one of the first 15 pilot cities of long-term care insurance system, Shangrao has established a long-term care system with its own practice. The coverage of the insurance system has expanded rapidly, the treatment of the disabled personnel is in place, and the fund runs smoothly. The practice of Shangrao shows that the establishment of long-term care insurance system is feasible and strong vitality. However, it is urgent to strengthen the support and guidance of the establishment of the nursing service system from the social forces, strengthen the support of the employment training policy, standardize the identification standards of disability, strengthen the work of supervision and so on, and promote the healthy development of the long-term care insurance system.
