Governance Innovation:Establishing the Institutional System Based on the Standard

构建科学规范的制度体系是实现治理能力现代化的关键所在。标准作为治理的重要工具,是最早的制度安排。在标准受到重视的同时,关于其究竟在治理制度体系中的地位如何,与法律法规和公文等相比有何优势,以及在今后的各个治理领域中的发展前景怎样,还没有被足够地认识。本文从治理制度体系的基本构成及其相互关系出发,从历史、现实和发展等角度进行分析,阐述了标准是治理制度体系的重要组成部分,应予以重视并切实加强建设。

Constructing a scientific and normative institutional system is the key to realize the modernization of governance ability. As an important tool of governance,the standard is the earliest systematic arrangement. While the standard is being taken seriously,we don’t pay enough attention to such problems as the status of standard in the institutional system of governance,the comparative advantages of standard over legal terms or official documents,the future prospect of standard in different domains of governance,etc. Based on the basic compositions and correlations of the institutional system of governance,from the perspective of history,reality and development,this paper expounds that the standard is an important part of the institutional system of governance,and should be stressed and really strengthened.
