商会与抗战胜利后地方社会秩序的重建——以吉安县商会整理委员会为例

Chamber of Commerce and the Reconstruction of Local Social Order Following the Victory of Anti-Japanese War——Taking the Governing Commission of the Chamber of Commerce in Ji'an County as an Example

抗战胜利后,社会秩序的重建成为政府的首要目标。由于地方政府行政能力的不足,吉安县商会整理委员会应时而生。"商整会"一方面举办商业登记、整顿同业公会,恢复了吉安商业秩序,一方面整顿义渡、整理消防,推动了地方公益事业的运作。在此期间,围绕税费摊派、参议员名额以及余粮配购等事,"商整会"与吉安县政府进行了多次博弈,从而使二者的关系呈现出复杂而动态的面相,为我们理解商会与政府的关系提供了新的经验认识。

Following the victory of the Anti-Japanese War,the reconstruction of the social order became the primary goal of the Government. The Governing Commission of the Chamber of Commerce in Ji’an County resulted from deficient local administrative capacity. The Governing Commission,on the one hand,conducted the commercial registration,reorganized the trade association,and restored the commercial order in Ji’an County; on the other hand,it rectified the free ferry and fire control services,promoting the operation of local public welfare undertakings. During this period,around tax apportionment,senate quota,surplus purchase,etc.,the Governing Commission played many games with the Ji’an County government,thus the relationship between them became complex and dynamic,which provided us with a new understanding of the relationship between them.
